For bricks and roof tiles sector a qualitative carbon leakage assessment is important, as the sector expects high carbon costs after 2020. Clay construction products, which include bricks and roof tiles and clay pipes, are the second most energy intensive manufacturing industry in Europe and employ directly over 50,000 people across EU. “There needs to be a possibility for a fair carbon leakage assessment also in the future, without a quantitative threshold for a qualitative method” - underlined Van der Biest.
