Cerame-Unie welcomes the conclusions of the European Council of 23 October, which rightly focus on the urgent need to accelerate simplification and strengthen Europe’s industrial competitiveness, notably for traditional and energy-intensive industries, and explicitly mention ceramics.

Cerame-Unie calls for emergency measures on energy and carbon costs, including:
- the immediate inclusion of ceramic sectors in the list of industries eligible for indirect carbon cost compensation under the ETS State Aid Guidelines;
- the urgent simplification of the EU ETS for small emitters;
- and measures to avoid any increase in carbon costs from January 2026, contrary to the automatic rise foreseen under the EU ETS.

Cerame-Unie would like to underline the urgency of the calls made by EU leaders to:
- drastically reduce, as a matter of urgency, administrative, regulatory and reporting burdens for businesses, including SMEs;
- accelerate work on all files with a simplification or competitiveness dimension;
- avoid over-regulation and the introduction of new administrative burdens, particularly on SMEs;
- step up efforts to secure the supply of affordable and clean energy;
- and pay particular attention to traditional industries, including ceramics, so that they remain resilient and competitive in a global market and challenging geopolitical context.
We also welcome the European Council’s calls to:
- further develop the necessary enabling conditions for European industry in the context of the proposed 2040 decarbonisation target;
- boost demand for “made in Europe” products under the upcoming Industrial Accelerator Act;
- and swiftly present an ambitious and comprehensive plan for affordable housing in order to tackle the housing challenges faced by many citizens.
